Palestinian Association of Certified Public Accountants Discusses Cooperation with Ministry of Local Government and Reviews Activation of Memorandum of Understanding

In a step reflecting shared commitment to strengthening financial oversight and promoting principles of governance and transparency, the Palestinian Association of Certified Public Accountants held a meeting with the Ministry of Local Government at the ministry’s headquarters in Ramallah. The meeting was attended by H.E. Minister of Local Government Eng. Sami Hijjawi, Director General of Audit and Inspection Mr. Jihad Mshaqi, and representatives of the Association: Chairman Mr. Akram Hassouna, Secretary Mr. Sami Dhabour, Board Members Mr. Saad Al-Tamimi and Mr. Ziad Bali, and Executive Director Mr. Bilal Al-Fares.
The meeting aimed to reactivate the previously signed Memorandum of Understanding between the Association and the Ministry, thereby strengthening institutional partnership and advancing joint mechanisms in the field of financial oversight and auditing of local government accounts in line with best professional practices.
Both sides emphasized the importance of complementary oversight roles: the Ministry of Local Government fulfills its supervisory responsibilities over municipalities and local councils, while the Association contributes its professional expertise to elevate the auditing profession and enhance the quality of financial reporting. This cooperation serves the public interest and improves financial and administrative performance.
The parties agreed to establish a joint working committee composed of representatives from both the Ministry and the Association. The committee will hold regular meetings to follow up on the implementation of the MoU, address challenges in auditing municipal and local government accounts, and review and update the terms of reference for audit processes to align with evolving professional standards and ensure the highest levels of quality and effectiveness.
Participants highlighted the importance of ongoing coordination and consultation between the Ministry and the Association, noting that such collaboration strengthens confidence in auditing practices, supports the development of oversight frameworks, and reinforces principles of integrity, transparency, and accountability within local government institutions.
At the conclusion of the meeting, the Palestinian Association of Certified Public Accountants presented a commemorative shield to H.E. Minister Eng. Sami Hijjawi in appreciation of his warm reception and continued support for cooperation with the Association, reaffirming the depth of partnership between the two sides in serving the national interest and enhancing the efficiency of Palestine’s financial oversight system.
